I mean... if you find a glass bottle of hand sanitizer you could probably make a shitty one. The viscosity of the sanitizer would prevent it from spreading out much, but it would stay on whatever it breaks on longer I guess.
But why?

I don’t think the alcohol content is high enough to burn. But at least try it and report back.

If you're looking for something longer burning, try fondue fuel or paraffin wax. It won't spread out, but it will burn longer. I've also heard it is possible to dissolve styrene foam in gasoline to make jellied gasoline.

While I’ve never tried to set it on fire, I suspect that hand sanitizer is pretty close to NAPALM. Just jellied fuel.

Nope, it definitely is. Anything over 50% abv usually burns, they say the minimum for effective sanitiz er is 60%. It sorta works as a firestarter when everything’s wet.
